Abstract
At the present stage of development in the conditions of aggravation of an international situation many state corporations, banks and departments develop special purpose organizational and technical systems, effective and steady functioning of which is ensured by high-organized management systems. Such management systems provide on the one hand, obtaining the maximum effect at operation of an organizational and technical system in different conditions at the fixed resource put in it, and, with another — providing to officials and control flow statements of a possibility of their normative operation and technical maintenance with the minimum expenses, providing at the same time the required quality level of their work. Process of functioning of modern difficult organizational and technical objects of special assignment provides a solution of a number of technical issues among which especially important place is taken by problems of the organization of management processes of them which, in turn, provide a sinkhronizirovannost them in time. Substantially has an impact on a solution of this problem how complexes of technical means on providing with uniform time and what their structures are organized. Therefore questions of creation of information structures of complexes of providing with uniform time are extremely important as the known common timing systems created including, for complex organizational and technical systems, have specific structures which are not proved in any way. In work models of information structures of complexes of technical means on providing with uniform time, both exact (astronomical), and functional or operational, required elements (officials of management and complexes of automation) of management system of a special purpose difficult organizational and technical object are offered.

Keywords: subsystem of providing uniform time; operational system; security managements; management system; information services.
