Abstract
In modern sources, the question of creating a mathematical model of managerial decision is not considered from the synthesis side, but mainly the issues of analysis are considered. The article proposes a method for solving the problem of management and decision-making in social and economic systems, guaranteeing the achievement of the goal of management, based on the synthesis of an analytical-dynamic (mathematical) model of managerial decision using the law of preserving the integrity of the object (WSC) and the natural-scientific approach (EPP) . The research methodology will be based on finding an indicator of the effectiveness of the implementation of the managerial decision, through finding the average time the problem manifested, the average time the problem was found and the average time it took to neutralize the problem. Consider the state of the system in four basic states and get a mathematical model that will allow the head of the educational institution to develop and make decisions in the current situation, taking into account the use of both achievements of modern technical means and taking into account the human factor, which allows to reduce the time resource. The results obtained allow us to establish interaction between the departments of monitoring, development and implementation of programs, to evaluate the effectiveness of the departments of the educational institution’s management system. The results obtained make it possible to apply the obtained mathematical model in social and economic systems.

Keywords: analytical-dynamic model, managerial decision, educational institution of higher education, decision maker,  technical equipment, qualification.
