Construction of the situational center for Russian
fishery – problems and approaches to their decision

Now the situational centers are developed in many controls,
however till now there is no unified approach to construction
of the situational center with known functionality and
possibility of its change while in service. In frameworks

Grup” there was a problem to develop shape of the
situational center in scales of branch with possibility
of flexible functional change. The decision of such
major problem in deadlines became possible thanks to
saved up by experts of the company “Envizhn Grup”
to experience on expansion of similar decisions in other
segments of economy, to presence universal, having different
profiles IT Examinations and to close interaction with
experts of Russian fishery. In article methodological
aspects of the decision of a task in view which can
be useful at the decision of similar problems in other
branches are resulted.

Problems and algorithms of information search in
global computer networks

Representation of knowledge as methodology of modeling
and formalization of the conceptual knowledge, focused
on computer processing, is one of the cores to those,
related to engineering of knowledge. Mathematical formalization
and logic completeness lies at the heart of methods
of representation of knowledge. For realization of the
powerful system based on knowledge, corresponding representation
of knowledge is necessary, thus it is necessary to consider
character and complexity of solved problems and to avoid
unnecessary complication of system. Function of the
decision of problems by means of logic conclusions is
realized on the basis of the knowledge stored in base
in which they are presented in the concrete form that
allows to define and modify them easily

Phase transitions in optical and magnetooptical data
carriers

The phenomena of crystal-glass phase transition lies
at the heart of an optical recording. Creation of reversive
carriers of an optical recording is based on convertibility
of this transition, which provids repeated rewriting.
There is another optical recording direction, which
is based on the phenomenon of ferromagnetik-paramagnetic
phase transition. At the temperatures close to a point
of the Curie, magnetization of saturation of a ferromagnetic
material falls with temperature growth, and the magnetic
susceptibility increases. This effect is called as thermomagnetic.

Influence of the size of the video information transfer
package on quality of the restored video sequences in
wireless networks

Transfer of compressed video RTP-packages under H.264
AVC standard is considered. Various types of errors
in communication channels and ways of struggle against
them are considered. Hilbert’s model is chosen as channel
model. It is shown as the size of a RTP-package (in
relation to NALU) influences quality of restored video.
It is shown as the size of a package influences the
size of a bit stream. Directions of the further researches
are planned.

Technique of quality management of an information
exchange in modern systems of wireless broadband access
of a special purpose

Now technologies of wireless access of the city scale,
based on IEEE 802.16 standard, have found the application
in special purpose communication systems. The given
standard is applied to transfer a considerable quantity
of the traffic of a various kind. How to carry out efficient
control quality of an information exchange in the given
systems. The answer to these questions is opened in
the present article.

Stability of indicators of quality of difficult services
of SPS on productivity border

The services rendered on networks of mobile communication,
constantly become complicated. Mathematical modeling
of work the SOM has allowed to make a quantitative estimation
of indicators of quality of its work by definition of
a site for some characteristic cases of application.
This estimation gives the chance to allocate factors
of paramount influence on quality of service, which,
hence, demand profound attention from the point of view
of influence on communications service provider activity.

About life and George Aleksandrovicha Ugera’s scientific
and technical activity

George Aleksandrovich Uger (1905-1972) was engaged in
working out and testing of the radio-navigating equipment
of planes. In days of the Great Patriotic War he supervised
over works on application of new technics in military-air
forces in fighting conditions. On July, 4th, 1943, having
a military rank of the colonel of aircraft and being
in scientific research institute of special services
of the Air Forces of Red Army, he has become a part
of radar-location Council at the State Committee of
Defense of the USSR and subsequently he was appointed
to the post of the chief of military department of this
Council [1]. G.A.Ugera’s many-sided activity has been
noted by awards and medals. He invariably had the big
authority and respect in military, scientific and industrial
circles.
