The conceptual formation and development approach
of ITS in Russia

Positive changes in the appearance of world transport
on a boundary of XXI century are followed by a number
of negative consequences, their sizes and importance
give the grounds to estimate them as strategic calls
of National and even continental scale. Unacceptable
level of human losses, growth of consumption of non-renewable
energy sources and negative influence on the environment,
constantly growing delays of people and cargoes concern
their number on all types of transport, connected as
with an objective lack of capacities of a transport
infrastructure, and with low level of management of
transport streams.

Building of effective personal data protection system
After the changes brought in the Code about administrative
infringements (КоАП) on June, 20th, 2009, it became
obvious that personal data protection expenses (PDn)
are inevitable. In present conditions of financial crisis
there is a problem of a reasonable and effective expenditure
of means – how to spend resources not only on requirements
of regulators, but mostly on strengthening self-safety,
and thus to transform the compelled losses into investments
to increase the competitiveness of the company.

Personal data protection systems
Article is devoted to the question of personal data
protection on the threshold of coming into force FZ№152.

The analysis of parameters of signals, reproduced
from cards with a magnetic strip

The infrastructure of systems of the clearing settlements
using cards with a magnetic strip, continues to dominate
over the complexes, directed on use of more perspective
contact and contact less electronic cards. There is
a number of problems in managing systems based on magnetic
cards, for example in the digital signals which are
being read out from a magnetic strip, there might be
errors, because of the phenomenon of noncontact with
it of the block of magnetic heads. It is connected by
that reproduced signals are exposed to enough deep parasitic
peak modulation influencing processes of threshold formation
in a record-reproduction path. For this reason research
of characteristics of the signals received from a magnetic
strip of cards, placed in operation is actual.

Two problems on networks UMTS900
There are considered two practical problems solution
to which can be useful to planning of UMTS-900 networks.
The first problem concerns conditions of power preservation
of UMTS network which is eqval in influence on RSBN
system from the replaced fragment of GSM network. The
proposed method to solve this problem has the general
character and can be also used in relation to another
RES in ranges of frequencies of 900/1800 MHz. Solving
the second problem will make it possible to define the
size of a dividing zone between a fragment of local
UMTS-900 network and the general GSM-900 network in
which the general frequency resource is used.

The analysis of characteristics of a spectrum of structures of intrapersonnel digitization of signals of television images

In TV systems carry out digitization of initial signals of images in all directions of a multidimensional video information field: horizontal and vertical within separate shots, colour and time directions within sequence of shots. Thus it is necessary to provide effective interface of anisotropy spectr signals of images and digitization structures.
Principal causes of occurrence of the nonlinear distortions accompanying realisation of digitization video information signals are considered. Variants of structures of digitization with uniform distribution of pixels within intrapersonnel space are presented. The technique of realisation of the comparative analysis of characteristics of their two dimensional spectrum is developed. The settlement parities providing a basis for comparison purposes and a choice of parametres of structures of intrapersonnel digitization at designing of systems of digital TV of different function are received.

Adaptive nonlinear filtration of statistically connected video sequences

Algorithm for adaptive nonlinear filtration of statisticallyconnected videosequences of digital grayscale images distorted by white Gaussian noise is considered in article. The offered method is based on representation of videosequences of digital grayscale images by multivariate Markov processes. High efficiency of this approach with action of powerful noise is shown. The algorithm easy to be understood and minimal computing resources demand for the realization.

Approaches to studying of the traffic of IP-communications are considered, the review of works in the field of research of the alarm traffic in modern communication networks is given. On January, 26th, 2007 the Federal law 152-FZ “About the personal data” (further – 152-FZ) has come into force. The law purpose is maintenance of protection of the rights and freedom of the person and the citizen at processing of its personal data, including protection of the rights to inviolability of a private life, personal and family secret, by legal regulation of mutual relations between subjects and operators of the personal data. The central-Asian market of
wire broadband access to the Internet
(J’son and Partners, February, 2009)

By the end of 2008 the monthly Internet subscriber
base in the Central Asian countries of Kazakhstan,
Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan
reached 5.7 mln compared to 4.7 mln in 2007. It is
worth mentioning that during the period from 2005
till 2008 the Internet subscribers growth rate in
the region was decreasing twice every year, and average
yearly growth amounted 53%. In 2007 Internet penetration
level was 8%, by the end of 2008, it increased by
1% up to 9%.
By the end of 2008, the subscriber base of Residential
and Corporate Broadband in the Central Asian countries
reached 450 thd and 78 thd respectively with penetration
levels of 3.5% and 2,8%. Kazakhstan and Uzbekistan
are the leaders in total Broadband subscriber base:
by the end of 2008 they reached 300 thd and 135 thd
accordingly. Turkmenistan takes the last position
with not more than 7 thd subscribers in 2008. Kazakhstan
and Uzbekistan have 82% of the total subscriber base,
with the other three countries have 18% of the total
Broadband subscribers in the region.
In 2007 the revenues in the region reached $148 mln.,
with a 140% growth. By the end of 2008 the Broadband
revenue reached $175 mln., while the revenue growth
rate was 18%. This tendency emerged due to the world
financial crisis.
The Residential and Corporate Broadband ARPU dynamic
in the region has continued to decrease. In 2007 Residential
Broadband ARPU in the region amounted $11.9, but in
2008 it decreased down to $6.7. The Corporate Broadband
ARPU in the region amounted $21.2 in 2007, but in
2008 it decreased down to $18.1.

The problem of receiver frequency adjustment to the central radio channel is considerable in the modern digital television systems using OFDM modulation. The frequency offset value calculation algorithm based on the deformation of the DVB-T signal constellation is proposed in the article.

Power aspects of audio information devices

Abstract

Different problems of user’s radio_electronic terminal devices power consumption were considered in the publication. Their total share in general household energy consumption has exceeded fifteen percent and keeps going up. Forecasts of the International energy agency (IEA) and the review of technology of energy consumption reduction “Least Life-cycle Cost” (LLCC) are presented. Possible ways of the answering machines terminal equipment energy consumption reduction are shown as an example. Power efficiency of the methods and the estimation of a speech transmission quality in answering machines were investigated. Ways of energy consumption reduction are divided into two groups one of which does not cause listening difficulty of the information by subscribers and another does.

We consider the method of estimating the time latency introduced in the course of adaptation plesiochronous signals PDH (Е-n) with synchronous signals SDH (С-n). Corresponding analytical expressions are received and results of calculations for functional block LPA of equipment SDH are presented.

Abstract

As announced Vice-Premier Sergei Ivanov, Russia wants to make its highways to tollable. For trucks above twelve tons of a road user fee will be required. The Economics Ministry expects some 1.5 billion euro revenue. It stated that the Transport Ministry has already prepared a tender for the establishment of a toll collection system. The system is to monitor the movements of the truck, to ensure later an accurate collection and billing of the toll.

Tasks of image recognition of subsurface radar device based on mobile road laboratory

Abstract

In this paper algorithms for subsurface radar data processing based on the GPR OKO2. In an analysis of the standard software GeoScan32 revealed a number of disadvantages. In this regard, developed a process chain, which allows with required frequency simultaneously obtain a digital image of a fragment of the pavement, GPS-coordinates and GPR signal OKO2 from the antenna. The developed software includes a set of programs GeoControl, allowing to correctly bind GPS-coordinates to the profile measurements, to recover the layers of pavement on the basis of these measurements, and in automatic regime to identify areas of non-uniform profile. Thus, in real time according to the established regime running the laptop generates information about pavement canvas of different nature, which continue to be used for statistical analysis and automatic recognition.

Mathematical model for performance evaluation of physical security system

Abstract

The current state of high-security objects safeguarding problem is governed by variety of factors, including application of technical safety systems. On the other hand efficiency of such systems is often determined based on expert opinions rather than precise analysis. In this paper we present a mathematical model of physical security system, which can be used to estimate intruder detection probability and possibility of suppressing his actions. This model enables one to perform an objective analysis of the system’s efficiency of solving problems that it is designed to face.

Low quality of communication on any direction of wireless local area network communication under control of IEEE 802.11 protocol with the distributed mechanism of access to a transmission medium influences all remaining corresponding pairs of nodes and on the whole network. The reason of it is in time reduction of channel occupation by stations using high speed of transmission at the expense of increasing time of channel occupation by stations transferring packets at low speed.

Characteristics of the data flows generated by a Web-server

Web servers generate the major part of the Internet traffic. Knowledge of the Web traffic structure is necessary in order to support the quality of service effectively. Containing data of various types and volumes file servers constitute a significant part of resources in a network. This paper describes the traffic of Web server providing access to the musical content. Analysis of data traces shows that generated by Web server traffic can be separated onto several data flows, based on a distribution of file sizes, requested by user. The main characteristics of these flows such as a number of arrived requests and a volume of transferred data from server considerably differ for various data flows.

STATE ROLE IN REGULATION OF TELECOMMUNICATION
INFRASTRUCTURES DEVELOPMENT

In article results of research of noise stability in a communication channel in the presence of a casual interfering signal and several spread-spectrum signals are resulted. Various ratios on power between transferred signals are considered. In communication channel model quantization and discretization are considered. Calculation of an error ratio is made on the basis of model which is set in the form of mathematical expressions in program MathCAD. The considered way of transfer is intended for protection of the transferred information.

Selection of criteria for choosing the optimal variant of IС PPS in terms of resource restrictions

Using a game situation and the model of an integrated complex of physical protection systems (IC PPS), which establishes the relationship between the parameters of motion of the offender, a particularly important subject, the composition and structure of the complex [1], it is possible to develop conditions and to carry out a choice of criteria for the optimal variant of the composition and structure of the IC PPS.

Contact management in telecommunications

The Russian telecommunication companies, which work with a great number of foreign suppliers, as a rule, aspire to unify approaches to drawing up of contracts and their execution. Practice of preparation of difficult contracts also becomes especially important in active development of the new markets, globalization. So, in particular, the urgency of the specified theme for communication branch confirmes following tendencies: increase in export and import of specialized software and hardware systems, the equipment; building of foreign segments of a network and of the Russian communications service providers interface knots; increasing value of branch sectoral international regulatory bodies, standardization and certification
The article provides an overview of contract management in the context of project management, as well as some practical aspects, accepted in international practice, which, according to the authors, it is necessary to pay attention when drawing up and signing contracts with suppliers of equipment, software and hardware systems, subscriber terminals. Purpose of the article — to acquaint readers with the area of contract management and a number of particular questions of drawing up contracts in telecommunications. The article is a decomposition of control problems from general questions to some of the practical aspects of contract management in telecommunications.
